The Sosial Fund for Development of İDPs  (SFDI) of the Republic of Azerbaijan,an implementing agency under the Additional Financing for “İDPs Living Standards and Livelihoods Project” financed by the İnternational Bank for

Reconstruction and Development and the Government of Azerbaijan, announces the following vacancy:

Deputy Senior Livelihood Manager

The Main Duties:

• Participate in the selection of Partner Implementing Agencies (PIA), prepare their terms of references, appraise submitted proposals, carry out final selection of PIAs and develop contracts in accordance with the selection criteria described in the SFDI’s  Operational Manual;
• Receive quarterly and annual reports from PIAs, supervise compliance of PIA service rendering process with SFDI’s requirements;
• Monitor transferring of funds to PIA and MFIs accounts, following contract provisions and trainings provided to IDP communities and IDP youth;
• Supervise PIA and MFIs activities’ quality and level of beneficiaries’ satisfaction;
• Prepare required information and reports on all three sub-components to the World Bank, Ministry of Economy, Ministry of Finance and Supervisory Board;
• Collect appropriate data on IDP Youth Support, Income Generation Programs and Micro Finance Program, prepare appraisal reports;
• Supervising implementation of the conditions of contracts signed with Micro Finance Institutions;
• Monitor timeliness of payments to MFIs, payment of interest rates and return of the funds allocated to MFIs;
• Organize participated work of PIA (NGOs), Credit Unions, related state bodies and IDP communities within the Project;
• Supervise provision of small grants to the selected LLCs and verify the reports submitted to SFDI by LLCs;

Requirement and Qualifications:

Education
• A university degree in the area of economics, business or rural development (minimum bachelor degree, master’s degree preferred);

Experience and Knowledge
• At least 5 years of work experience in accordance with community participation methodology;
• At least 3 years of work experience with IDPs;
• Knowledge of small business development, small enterprises activity, including related rules;

Other skills
• Fluency in Azeri and English;
• Excellent computer skills (MS Windows, MS Excel, Word);
• Ability to work with vulnerable group.

Work Conditions:

The Deputy Senior Livelihood Manager will be ready for the regular business trips for monitoring of the implemented works.

Consultants will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (July 2014).
