RECRUITMENT OF ONE RTA ASSISTANT

The Austrian Agency for Economic Cooperation and Development (aed) in cooperation with the EU delegation in Baku is searching for a full-time assistant for the long-term expert (Resident Twinning Adviser – RTA) for the EU financed Twinning project “Development of social service provision in Azerbaijan” - AZ/14/ENP/SO/29 currently under implementation.
The overall objective of the project is to support to the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan (MLSPP) in social inclusion provision for vulnerable and disadvantaged groups.
The working language of the project is English.

WORK DESCRIPTION

The RTA assistant will support the Resident Twinning Adviser in the daily management of the project and will be responsible for performing general project duties including coordination and interpretation/translation services.

- Ensure the secretarial work: phone calls, meetings organisation, appointments arrangement, documentation research, information dissemination, filing organisation and management, missions orders drawing-up, type-letters drafting, typing, documents make-up, mail (registration, follow-up, transmission, dissemination)
- Prepare, in links with the RTA, the logistical organisation of the missions of the experts in Azerbaijan
- Prepare the logistical organisation of project events
- Interpretation at meetings and during STEs missions
- Translation of reports and project outputs
- Ensure the editing of documents in Azerbaijani and English

The RTA assistant should have the following qualification:

- excellent skills in communication and working in an international environment with experts from different European countries (social skills)
- fluent language skills at minimum in Azerbaijani and  English
- knowledge of German is considered as an advantage
- practical experience in translation and interpretation
- practical experience in project administration and management, preferably in  other EU co-financed projects
- full computer literacy
- Knowledge of social policies and social protection system in Azerbaijan
- previous working experience in the field of social administration, public administration is considered as an advantage

The RTA assistant will be selected by the RTA and his selected candidate submitted to the European Union Delegation. The European Union Delegation will formally approve the selected candidate assuming no objection from the relevant beneficiaries. The selection procedure (which may include interviews with RTA and project leader) shall be based on professional background, relevant work experience and language skills, according to the requested qualifications.

Duration:   23 months (ending May 2017)
Remuneration:  To be discussed, according to experience and skills
