The Sosial Fund for Development of İDPS  (SFDİ) of the Republic of Azerbaijan,an implementing agency for “İDPs Living Standards and Livelihoods Project” financed by the İnternational Bank for reconstruction and Development and the Government of Azerbaijan,announces the following vacancy:

Community Mobilization Manager

Requirements and Qualifications:

1) Education

•  A graduate (masters or higher) degree in the area of social sciences (sociology, anthropology, political science or related discipline);
• International and national certificates or training in areas such as participatory planning, participatory rural/urban appraisal, community mobilization, social inclusion would be an asset.

2) Experience and Knowledge

• A minimum of 5 years of experience in activities requiring management responsibilities. This would include demonstrated supervisory/leadership skills, including ability to empower, motivate, mentor and supervise staff;
• At least 7 years direct experience in the use of consultative and participatory approaches for key stakeholders in economic and social development projects, including groups who are under-represented (e.g., the poor),
• At least 5 years of work experience with IDPs and refugees;
• Possesses demonstrated skills and direct work experience with at least one or more of the following: public consultations; public hearings; participatory research methods (including observation, surveys); participatory rural and urban appraisal; participatory poverty assessments; participatory monitoring and evaluation; grievance redress mechanisms. Experience or familiarity with undertaking and/or supervising analytical approaches for socially sustainable development such as social assessments/analysis.
• Relevant experience in the design and implementation of World Bank and/or donor-financed social and economic development projects would be an asset, especially familiarity or experience with projects that involve integration of community groups and local governments in planning decisions and investment of resources.
• Excellent report writing and official communication skills is required.
• Experience of community work or working with community-based organizations would be an asset

3) Other necessary skills:

Fluency in Azeri and Russian
Excellent written and spoken English is required;
Excellent computer skills (MS Windows, MS Excel, Word);
Ability to work with vulnerable groups;
 
Consultants will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011).
