SUMMARY:
Counterpart International is seeking a Gender Specialist for Women’s Participation Program (WPP) in Azerbaijan. The Gender Specialist will work with the Chief of Party to design, implement and manage activities that work to improve the status of women in Azerbaijan by raising public awareness on issues that affect women, improving women’s abilities to affect key government policies, empowering more women to engage in the political process and strengthening the capacity of civic and state organizations to address women’s issues. The Gender Specialist will work to improve collaboration between women’s NGOs and government agencies to improve women’s empowerment efforts within Azerbaijan.

Duties and Responsibilities:
Through close collaboration with the Chief of Party and Counterpart HQ staff, the Gender Specialist will:
• Develop strong organizational relationships and partnerships as well as provide direct training, consultations and share technical knowledge regarding gender programming to local NGOs and government agencies.
• Ensure that gender is appropriately integrated into public outreach, advocacy, and organizational development methodologies and approaches in a manner that is appropriate for the Azerbaijani context.
• Implement training and technical assistance for relevant women’s NGOs to increase their organizational capacity and policy awareness.
• Other duties as assigned.

Qualifications:
• Minimum of five years’ experience with development programs working with CSOs, women’s groups, and government institutions within Azerbaijan.
• A Master’s Degree in International Development, Political Science, Public Policy, Women’s Studies or a similar field preferred.
• Technical expertise in the areas of women’s empowerment, gender-based budgeting, gender mainstreaming, policy formulation, organizational development and/or advocacy.
• Fluency in Azerbaijani, with excellent public speaking and writing skills in English. Advanced computer skills, especially advanced use of MS Office.
