Manager Operational Capability and Readiness (OCR)

Reporting To
Project dependent; OCR Senior Managers, Heads of Operational Planning and Integration (OPX), Communication, Coordination, Command and Control (C4X), Operational Readiness (RDY) and/or Capability Build (CAP)

Purpose
OCR will set the path forward for translating the vision for Baku 2015 into an operational reality through the development of operating plans and supporting the organisation in building capability to deliver the Games. It will help facilitate integration between functions and delivery partners and provide the Communication, Coordination, Command and Control (C4) framework for Games operations. The OCR Manager, is a project based role, working cross-functionally across the OCR directorate.

Key accountabilities
• Build network across BEGOC to support successful delivery of OCR projects and help drive integration across the programme.
• Lead a number of projects within the overall OCR programme.
• Effectively build and manage teams to deliver projects.
• Provide periodic updates to the Director of OCR and relevant ‘Heads of’ or senior managers on progress and issues as required.
• Remain flexible in order to provide support to other OCR projects and transfer project staff accordingly.
• Be prepared to deputise for OCR Senior Managers in their absence.
• Responsibilities of the role will evolve during the lifespan of the programme and it is likely that the role profile will evolve with the changing needs of the organisation.

Example projects that the OCR Manager may be responsible for include:
• Design and implementation of C4 structures, including operations centres, daily reporting, issue and incident management.
• Integrate key partners and stakeholders’ operations centres into BEGOC’s C4 strategy and delivery
• Contingency plan development – identification of high level risks to the Games and development of appropriate centrally driven contingency plans with delivery partners.
• Games education programme – coordination of a capability-building programme that educates BEGOC staff on event skills, cultural awareness, teamwork and leadership development.
• Operational readiness – design, development, delivery and evaluation of readiness exercises and events to demonstrate progress against Baku 2015 readiness objectives.
Knowledge, experience and qualifications required
• Minimum 3 years of previous work experience in similar role;
• PC literacy: knowledge of Microsoft Applications;
• Good communication and interpersonal skills;
• Well organized and capable to meet the deadlines ;
• Capable to work efficiently under stress.
• University degree

Major Events:
• Experience in management role or knowledge of single or multi-sport events is desirably.
• Some functional knowledge across key operational functions (e.g. venue management, transport, security) as well as dependencies with the venues and infrastructure programme.

OCR role:
• Experience in integrated operational planning, ideally in a major event environment.
• Experience in undertaking needs cross functional analyses; supporting function planning, facilitating meetings within the organisation and with delivery partners to address common challenges, advising on the analysis of problems, gaps and needs and identifying possible solutions and next steps.
• Analysis of operational environments, creation of strategic frameworks and action plans that guide operational development, use of tools to monitor progress and identify issues.
• Builds cooperative and positive relationships with internal and external stakeholders.
• Communicates regularly with key individuals to ensure continuity of information.
• Driven by organisation values.

Project management:
• Ability to manage multiple projects concurrently and under pressure.
• Uses judgement to assess levels of risk and ability to implement mitigation measures.
• Delegates responsibility and mentors junior project team members.

Team management:
• Ability to work both independently with minimum supervision and cooperatively within a team situation.
• Previous experience of managing a diverse team.
• Ability to communicate direction with a clear vision of success.
