Project/Proposal Summary: 

The purpose of the Building Local Capacity for Development (BLCD) Project is to provide selected Azerbaijani civil society organizations with an array of support (e.g., technical assistance, training, logistics, commodity procurement and grants-under-contract), in order to strengthen civil society’s ability to be relevant, effective and sustainable partners in initiatives to strengthen democratic and governance processes, improve health, and engender economic growth and prosperity.

Position Summary:

MSI seeks a Deputy Chief of Party to support an upcoming USAID-funded CSO capacity building program in Azerbaijan. The program will increase the organizational and technical capacity of selected CSOs that are active in engaging citizens in democratic reform, health and economic growth sectors.

The project objectives are to:

• Strengthen the organizational and technical capacities of Key CSOs engaged in national, regional and Community public interest agendas;
• Develop highly professional local CSO Resource Center(s), accessible to smaller and less capable CSOs working on public interest agendas; and
• Improve legal and regulatory frameworks to safeguard CSO enabling environments, sustainability and independent CSO public interest agenda roles.

Responsibilities:

• Provide leadership in assessing and strengthening the capacity of CSOs
• Provide training in good governance, advocacy, coalition building and sustainability to CSOs
• Provide technical support to build and strengthen professional CSO resource centers
• Assist the CoP in overseeing, monitoring and reporting on all components
• Provide leadership for program staff and management of local partner organizations

Qualifications:

• Experience in building the capacity of Civil Society Organizations in governance and economic sectors
• Experience managing and implementing complex donor-funded programs
• Experience supporting USAID programs strongly preferred
• Demonstrated ability to effectively manage and mentor staff
• Organizational development and business planning experience
• Graduate level degree in a relevant discipline preferred
• Fluency in English required, proficiency in Russian preferred
