THE SCIENCE AND TECHNOLOGY CENTER IN UKRAINE (STCU) is an intergovernmental organization headquartered in Kyiv, and operating in Ukraine, Azerbaijan, Georgia and Moldova funded by the USA and the European Union.
The STCU works to reduce the global security threat of the proliferation of Weapons of Mass Destruction through the redirection of former weapons scientists and their expertise to technology development having beneficial civilian applications as well as other projects to prevent the spread of Chemical, Biological, Radiological and Nuclear (CBRN) knowledge and materials. 

STCU Regional Officer Azerbaijan (Ref: # 2016-01)

The role of the Regional Officer is twofold: to act as “the eyes and ears” of STCU in Azerbaijan identifying opportunities for and obstacles to STCU and to lobby on behalf of STCU and create solutions to the issues which benefit both STCU and Azerbaijan

Requirements: The Regional Officer will manage the STCU office in Baku in support of STCU activities in Azerbaijan. These responsibilities will include:

•  providing information on all STCU activities to local scientists and scientific institutions;
•  advice will be provided on the preparation of Targeted Initiative and partner project propos-als, and on how to obtain Azerbaijan government approval;
•  administrative support will be given to STCU project participants for travel, financial documents, and the purchase and delivery of equipment and materials;
•  responsible for helping organize and carry out regional monitoring missions;
•  responsible for maintaining all office functions, including maintaining communication between the STCU headquarters and scientific teams in the region;
•  coordination of 20 - 30 research and development projects;
•  organize seminars, or to support the visits of representatives of the Funding Parties, partners or potential partners.

The Regional Officer will report directly to the STCU Deputy Executive Director.

Qualifications and experience: to include:

•  a postgraduate degree in natural sciences;
•  fluency in written and spoken English, Azerbaijani and Russian;
•  experience in scientific project coordination;
•  familiarity with dealing with government and governmental agencies;
•  experience in dealing with Western organizations is also desirable.
